Overall, I believe that the flood rate was completely realistic before the update.
Before my WW1 multiplayer event could work with armor piercing and still cause meaningful damage. Because of the new flood rate decrease, we have to switch to a different ammo type with no penetrative effects, which is significantly worse. An additional benefit to the increased flood rate was that torpedoes and other warhead munitions had a realistically extreme amount of damage, so ships were built to have special protections from those attacks. Now, all of the ships we have made have become unsinkable due to them being built for increased flood rates.
This problem is not unique to the military side, many in the civilian ship community are upset because the increased flood rate meant that running aground or hitting rocks would sink you. Now you are able to survive an impact with underwater rocks 3 times as well.
We simply request the rate is increased back to normal or at least increased at all.
