I have done some testing, It appears that pumps are unable to create a pressure higher then 1 when pumping to atmosphere/ocean. So you are unable to pump fluid out of a ballast tank into the ocean or atmosphere. Functionality is the same with one pump or a series of pumps.

When pumping liquid out of a tank into an empty volume the behaviour is as expected.

Stemps to reproduce:

Create volume full of liquid, place pump, and ports to pull liquid from enclosed volume outside of tank. Place pressure sensor on output pipe, pressure of 1 is never exceeded. Place pump output into a second enclosed volume, pump is able to create pressure greater then ambient pressure.
