How to reproduce: Attach an oil drill building via a 600m hose to vehicle 1 (a truck). Then attach a 600m hose from vehicle 2 (a ship) to vehicle 1 so it forms a chain that is 1.2 km long. If you leave the area and come back the vehicles will not load back. Only the oil drill building will load.

The purpose of this setup was to pump oil from a oil drill to a ship in career mode.

Possible solutions:

1. Vehicles attached via winch will force any attached vehicles to load at a further distance away if needed.
2. Winches automatically disconnect if trying to load a vehicle attached via winch to a vehicle that is not loaded.
