The oil and material areas can be scattered across islands and the ocean and to drill the oil and resources you need new components to drill them. If the oil is underwater, you will have to add an oil extractor and anchor it to the undersea node, and you will have to pump it through a hose to the surface. then you can refine it into diesel and jet fuel. for the materials, if it's underwater you could use conveyor ropes to bring it up or a conveyor peice to bring the resources up and then you can refine it into components which then could be used for a portable workbench (which i have already suggested)

this idea will take a lot of effort but it would be nice to see
