Radar cannot detect loaded static vehicles, but once they get unloaded the radar starts to detect them
To reproduce:
Spawn a static block with keep active over 2km from a radar and point the radar at it, it will not get detected
If the static block is replaced by one without keep active, it will show up on radar.
This results in long range radar being overly cluttered with beds, elevators, fluid gantries and other small map objects that are spawned as static vehicles
