This happens if the units are at about the same distance from the carrier, and they all get ordered to dock. The ground units should have a holding pattern, and stagger-dock just like the aircraft, based on the order in which they were assigned to do so.
Ordering multiple surface units to dock at the same time causes them to collide and get stuck on each other.
