I can change weapons and everything using the carrier view finder, but when i control an albatross, or any vehicle for that matter, i can not switch weapons or to the camera ect.. I see the binding for it in the steam bindings and i tried rebinding it to no avail. and i know it is the right binding because it switches weapons using the view finder. I only have this problem when controlling a vehicle.

Thanks for your report. We thought this was confirmed working on HTC Vive. What control bindings does it show on controllers when you are in the view scope?

One is toggle control and the other is cycle mode. Cycle mode is the one that is not working.

Obviously the other movement controls as well but those 2 were the only ones relevant.

Very interesting. I do think the HTC bindings work, and it may be that you are using the oculus bindings.
If you go to Steam VR menu (system button on your controller) then you can access "Old bindings menu". Here you need to check you are using the official bindings for htc vive. You can set your controller here and also check you are not using a user created or modified binding.

Sorry for the slow reply.
I think this has always been working and the control is to double tap the grip button. This is because this particular controller has 2 buttons less than most of the others so we use double-click interaction.
this should be visible on the interaction tooltips that hover over your controllers in game.
