I ordered a Razorbill to attack a Needlefish with bombs as that particular ship was alone and had no anti-air defences. The razorbill repeatedly flew back and forth towards and away from the target without ever releasing the bombs. I tried again with different waypoint altitudes without success: 150m, 200m, and 400m
